Is it OK to list people down priority-wise?

Listing people down by priority from all the phone-numbers I gathered last night!
How bad... isn't it?
It's like a to-do list, but not for tasks... for persons!

The list should be named:
WHO-To-DO!
Awww c'mon. Everyone does that. Everyone has likings. Everyone likes one person better than the other person. We just keep a diplomatic approach that we like everyone the same.
But we don't... do we?
Aaah... back to the list!
